This is what I normally have on Oetsu, but it's my second worst set aside from my main's set.

also, with evo... is best to do the lowest level ones so you spend less vit for what your after now, or the higher level ones so the stuff you get you don't need you can use later?

I'd say no. he's got insane gear on, prob max stones all around... I'd bet once you get him up to level 135 with one reincarnation on him, you would have no problems getting him to 1.1m BP, maybe as much as 1.5 with katen or jakka

it will take a shit ton of reincarnation stones to get that much XP off of her... several thousand at least
however i know first hand, to get from level 1 to level 120 on that act it only takes about 3 or 4 days of regular grinding
