Tessai regular hit is broken

Yo what's up with Tessais regular hit always being like 1-20 points. If it's not a special hit is practically no hit.
Surely that isn't supposed to be like that. My Tessai has 300k attack and hits worst than a lv1 Gangu.

Please explain this or fix it.
