Unable to load Modify Partner on server 69 but possible on server 70...

I decided to try it on my other account on server 70 and it loads no problem but it freezes and doesn't load on my main account on server 69....wtf is going on? Do I perhaps have a character that is bugging out the Modify or something? I haven't been able to load Modify on my server 69 character for over 3 months now.
As you can see it's broken on my main account but works fine on the same exact merged server on my other account...so confused.

I just got an email saying that it is fixed.....NOPE. Still freezes 100% of the time. 2-3 months of this...picture just taken 2 mins ago about 15 mins after I got the email.
