The thing is ppl who have a good zanpakuto often forget how much did he do for them so they focus on their partners. Having a good zanpakuto is like ground work for whatever partners have to offer in addition to that later on
Having said that if it's like that, i think you should pick up zangetsu from ultra hero and get hiki from anniversary with a couple of stones. Kirinjis spedd buff goes well with him. Hikis attack buff also. Only thing is you got a hole as far a your other ass. goes. Maybe you should pick up a glass cannon red tavern byaks, get him to lvl 30 exclusive so you can exchange all between him and ichibae when going from hyorin pvp to zangetsu pve. He could be a stuart until a better ass comes like maybe muken aizen or idk.

truthfully... Muramasa is very good... but not THAT much better than Kazeshini...
Retsu is great, SWP Toshi is, for the most part, crap (sorry, but it's truth)
Retsu should help you more than Muramasa will in my opinion
as for 15k gold to spend... that sounds like a zero division partner, or a koga/mauyori level partner... or several sets of 100 ultimate gear somewhere for upgrade
