you need lvl 70 for exclusive skill at lvl 15 is 1st extra growth rate

lvl70 is for most event partners, travern partners have around 30-40 unlocked exclusiv skill
some gold event partners like DI have lvl50 unlock

So in this case, when you open up Senju's question mark, it will show something like this, where it shows each level and growth rate upgrades ^^ :)
