i just find a new battle on battle tab its seireitei soul palace. anyone know what is that?

Seireitei Soul Palace is sort of instance that give you spirit waters for infuse spirit (equipments).

why can't i hit the lv 63 soul palace vanguard eventhough I already used increase hit skill?

Use your First skill, it will give you 100% percent hit, even the mobs got 100% dodge.
