i dont want to waste money getting him, but i wont to know if hes considered "better" than nnoitra

Don't bother.. If you want to spend money get Toshiro instead.

in terms of being a vanguard, I believe he is much better than nnoitra hands down. For team survivability i'd say nnoitra is a bit better because he gives aid rate to teammates.
Ikkaku is the first non event character to be S rank, even lvl 110 Ichigo is S-
