your Senjumaru has insane speed, and decent attack, while your Oetsu is much  ...

senju has high comborate, maybe he wanted to give oestu dmg and the comborate so they synegise better the first turn

isn't it more about what effects your fastest partner brings instead of who is the hardest hitting? my kisuke (yup, team kisuke T1) always goes first for fury, then I prefer my main to go next and do as much damage as possible with 1st hard hit, then my yama to go for the hardest hit and kill off anyone my main hasn't without possibly killing off any enemy that got one of yamas fury-restriction debuff. Then Gin goes to confuse any ass's left behind and lastly there goes ichigo to give em all a mild spanking because he's just not that tanky and I have a non-van-friendly zan in use.

So first hit isn't always necessarily hardest, more about strategy

with  Kiuske team, yes, you are right...  I run a similar strategy with Shinso Gin, but my Shinso is AOE, so he does hit hella hard too...  with a Natural T1 team, if you can, have your hardest hitter go first...  have them wipe the field when possible
