Shin Toshiro Hitsugaya recruitment?

So I'm a little confused about how to obtain the recently released Toshiro. Everytime I go to exchange rewards in the Hueco Mundo Attack it gives me the option of 5 coupons to recruit Grimmjow and Renji or items I don't care for, and I've resetted the shop 5 times already at the cost of my tokens. Can I get him there on certain days, is there a level requirement to even try to get the recruitment coupons, or do I just test my "luck" with the resets that are oh so fun (sarcasm).

Toshiro has a minimum level limit of 70 I believe.

The recruitment coupons will not appear until you satisfy the requirement; no matter how many times you refresh your purchase chances.

you buy the toshiro fragments and collect gold reishi till you hit the required amount and then purchase it.
