idk haven't had a fully upgraded zangetsu but with tensa being a buffed up version of him i'd say a lvl 20ish tensa will be lower than a fully loaded zangetsu but long term both maxed lvl tensa will also beat regular zangetsu

TY for all help guys, in the end i will skip this UBP tensa zangetsu and wait for better partner in it. I will buy sogyo from reio it looks like a really good zanp :)
