What's this?
I didn't change anything. (Formation,Partner or Accesories etc.) Only I entered the game and used Sign-in. My level rank was upgraded again to 5th division captain. My battle power and prestige reduce again. Last day I'm 239895 but now 239003 battle power. I lived this situation 3 times and I can't receive salar. Please check it my account or fix it. Waiting for helping!

If I'm not mistaken there is no bug. Not in-game to check directly but maybe you can when you log-in. Go to the Rank upgrade tab that shows you how much prestige you still need to rank up and check out the information for 5th Captain. For this rank I believe everyday at reset you will lose 5,000 Prestige (higher ranks lose more) so, what you might be facing is you just don't have enough prestige to maintain the rank which will lower you down to rank below (5,000 Prestige to re Captain). About the salary issue I'm not sure on but check this out. If that isn't the issue reply.
Edit: Beware that lowering the rank will effect your battle power aswell so, it sounds like lack of prestige to maintain rank is what your issue is.

I don't know. I upgrade 5th division captain today but yesterday I'm already 5th division captain. It seems like I always upgrade 5th Division Captain. 3 times I saw this but I will check it my last battle power, prestige today and I will compare tomorrow. There's a daily deduction of prestige..
You better read your rank statistics
if you end the day with less then 5k pes you will go down in rank ive been telling people on my sever us s27 for weeks ,READ THE RANK ,it tells you it deducts daily starting with 5k daily and rises every other rank....:L
