best pve skill for my team?

I am currenty using ikkaku main kenpachi rukia and ukitake and im not sure whether i should be using 8th skill or 9th any help would be awesome.

9th skill with zabimaru I believe should be better

First, change Urahara for Ukitake to increase your dmg, and always in Events such ES or Ryokas use 9th Skill and Zabimaru, if you have Triple Crown Tittle use that too for PvE.

9th skill would be better based on your equip partners for formation in PVE events.
Use Zabimaru also as Zanpakuto in PVE events for damage boost to all your partners.
