I'm pretty sure it was explained earlier, other companies provide other services, kannebankai gave really great example here and it answers your question as well:P

nope still not, since the french site isnt restricted to french ppl
try to go to the European Court of Justice and see what happends
restriction no 1 : old french players can get free top up %30-40 amounth(as second change) when they start new server but eu players cant
restriction no 2 : French gm doing this on teamspeak with verbal request. if u dont know same language with french gm u cant get this even if u join french server

Why don't just start fresh in the French server, if you want the benefits so much?
