they cant make all of them OP for many reasons
You don't have to be OP to be useful. Even Shunko Sui-Feng is better than her.
The skill does not fit her at all.
One of her mods are useless, and two of them don't work.
Raijin Yoruichi inherited what Bambietta was meant to become when they failed to make her properly and then pushed her out prematurely because of their one partner per month policy. It would not be the first time they did this either.
Raijin boosting Yhwach's attack instead of Bambietta. They are really in this for the money.

this gerard valkyrie is so awsome is the best vanguard ever i cant top up because i play as vip 0 but this is the best partner ever and is pretty cheap
