Problem with Modify Partner

I'm from US Server 86, and I have an issue with the Modify Partner section. The amount of tries you have never goes down, so when you click to challenge it will just tell you. Cannot Challenge. With no explanation why, and some people are getting very upset and confused whenever they try to challenge and this comes up.

Can only do 5 Partners a day which might be the case for you guys.
