Characters recruiting from Tavern

Hi, lvl 50 tavern swoudl gives me lvl 50 characters, but it gives me lvl 30!!! characters, is taht on purpsoe or its bug?!

its normaly here .. i think its a bug .. character from 30 lvl tavern have 30 lvl .. from 50 have 30 lvl from 70 have 50 ... so from 90 they be have 60? or from 120 they be have 70-80 ... ;///
