Quest Level

So I joined Bleach Online last year, but because of coumpter problems I wasn't able to play for a few months so I'm just now getting back into the swing of things. Today I was doing tasks and it came to the one where you need to help  Toshiro and the task is called, "Broken Ice Ring". It says I'm able to accept the task but whenever I try to it tells me that my quest level is to low. Does anyone know where I can find what my quest level is, and how to get a higher one? Some help would be much liked, from anyone.

I think this happened to me awhile back but i'm not sure if it was the same quest. I think its just a bug and you have to lvl up before you can complete it.
