my shinso has almost 800k speed in battle and never dodges, ever, even with 100% dodge rate

Well ofc he won't dodge, most partners have at start 100%+ hit rate. You can't dodge in late game with that low dodge rate. Also why did you mention speed, speed doesn't have anything in common with dodge. You are so funny guy haha.

Not if you have Sode as main zanp, it gives you 50% dodge rate.
Sode no Shirayuki does not give your team dodge, and even if it did, as I said before Building dodge on any character is useless
