It is staying 60 until I fully socket it. All my agility stones go to toshiro until he is full +12 ...

he can be great if stacked he has a great base speed
Personally I think yama would be better stacked because he gets 50% more avoid and Def. He's immune to mutilate/ignores invincibility. Gets buffed from toshiro and his 2nd mod for in battle stats(Not sure if these stack). And has the best exclusive skill if you ever manage to get to 100. He won't have the highest BP on paper but in battle he's amazing.
Full Bond, Full Evo 2nd Reincartnate, Lvl 61 Exclusive. i know its not great and needs work. but im proud of him.

I said it's better to have him with more speed so the full set and better agility on him
