Question, do I have to be at level 110 to recruit Gamuza Nelliel Tu?

yes, atleast 110 . I have 400 gamuza nel coupons and the required golden reishi too. but am at lvl 106 so cant recruit her. it says her lead lvl is 110 so i am guessing one has to be lvl 110 to recruit her.
