Does a person keep their merits and contributions when they leave a guild and go to a new guild?

No you don't , But you do keep your guild camp levels .

dunno if he keep his merits i think he does, but sure he take all the contribution points

, thats why most of times when you kick a high donator, you gonna get negative assets

you can apply right away, i dont think u get any penalty ... i quited 2times in a row just to check this

Yes you do keep your merits earned when you leave a guild it even says so.
