Where can you get a decent Zanpakuto

Is there any event that can offer a better Zanpakuto than the F2P Kazeshimi/Zabimaru without having to commint an enormous amount of gold even better if you don't have to but I doubt that exist.

yeah...

first off UBP has featured Tensa Zangetsu several times now...

after that, KTF has Muramasa, Senbon, and Zangetsu that are all better than kazeshini and less than 10k gold

KTF also has Tensa Zangetsu for 10k gold which sounds like a lot but if you can utilize Bankai Power effectively it only comes out to about $35-$40
I ran into the same problem as you given that Kazeshini is my weakest link on the team and I wanted a better one.  (I should also add that my vanguard is TSI so that was part of my focus on Tensa Zangetsu)

How is the discout counted in the KTF when you rent someone . Is it percent of the price  , number of candies used etc.
