If you are a relatively low vip it will be better to go the nel route. Since most of low vip users will use hollow ichigo the boost that nel gives to dodge will work in conjunction with his modify.

toshiro needs gin or harribel to work in conjunction to fully utilize the skill. This is very wasteful as gin's skill can hold off the assaulters by himself. Therefore, it would be better to slot any other partner besides toshiro.

you cant use attacks if you dont have full fury, if i understand it properly. It is very bad with anyone using urahara rukia combo.

CryLight, I like your style
Between harribel and toshiro, I find it hard for the opponents main line to ever attack.
And as a safety measure, you have an annoying vg to dodge fury regeneration.  Hahahaha

I'm actually thinking of a similar build with 3x supports

vg - main *these don't matter

t1 fury support into t1 upgraded toshiro & t1 upgraded nel for the Lols
With the higher agi bonus, it's going to be a lot of

Normal toshiro SWP will be amazing if you use T1 fury . But for the upgraded one, T1 is not necessary cuz he deduce fury. means SWP toshiro non-upgraded is preety much useless if not T1 furied or your van dodged his attack so he has no fury. otherwise you can use gin, harribel with them but that will be a useless combo cuz they can take care of assulters themselves. Another option can be shunsui kyoraku as he also deduces fury. As both cost so much, my opinion will be to top up $5( that is the least top up) to get to vip 1. Or another option (but you will have to play the game 1 year i mean you will understand later, just read)is to sign in for an year and get the reward of 18888 coupons and save a little coupons ur self. you can easily buy 21 Fury stones and use kisuke in your team with 20 initial fury mod (ofc after an year , you should have unlocked that right) and 4 from enchant stones so you will need 26 more fury. that will be 8 fury stones. means 4, 8% fury stones and 2, 10% fury stones. you have 13 fury stones now. so you will only need 21 fury on toshiro as 25 from kisuke, 4 from enchant so you can put 6 on him, and 6 on another assulter you like for t1 fury.

before he gets upgraded to D toshi, he really is incomplete.  you have to have a way to drain fury from the assaulters as fury builders trump shin toshi, as do partners that regen 100 fury (see SWP Grim and 7 day ichigo)  if the enemy has 100 or more fury, they skill, if 99 or less, they look at you funny and wait around.  After he upgrades, he reduces 10 fury on them as well, which rounds him out very nicely.  however, if your just planning on having him till 80, if you don't have the VIP or desire to upgrade him, or just need a temporary space filler, I'd skip him as shin toshi is less than harribel IMHO  who is he replacing? who else is in your line up? What is your formation? What all zanpactos are you deciding between?  What other partners you have to choose between?  VIP level?   Lots of things go into determining which partners to go for.

Cut dry answer:  If your just looking at Shin Toshi, not D toshi, I'd skip him as he has too many flaws to work around for me.  If your looking to upgrade him to D toshi, and have a way to take care of enemy supports as well (shini Kiseke works nice here BTW or tavern Yourichi/Aizen) he is a viable partner.   As for PVE, he's not really good IMO, as from the tavern they have much better partners to be had for events (keiske, jushiro, hell, even Rukia trumps him IMO)

Side note:  assuming your below level 80 from your post...   till you get a good grasp on the game, a 1-2-2 formation is the easiest to play with.  A smooth 80+% of your rewards from this game that you don't purchase with real dollars will come from your events, mainly Evil Spirit and Ryoka   SWP Grim is a good partner for these.  You should have 4 of the following partners up to your level or close to it, and don't go above level 6 evo on them as you will be replacing them.
SWP Grim,  Renji (either tavern or Soo), Kensei (only if you already got yourichi as she is great in pvp and kensei isn't that big of a jump over renji), Rangiku,  Rukia, Nanao, Jushiro, Kieske, even shunsui has his places, and isn't useless in pvp
For every Evil Spirit, and in Ryoka till probably wave 50ish you will want to pull out your vanguard and put in a third assaulter leaving you with a 0-3-2 formation, which is why I preach a 1-2-2 PVP formation for 95% of people.   A high arena ranking and such do feel nice,  but if your not in the top 3 places, PVE rewards MUCH better, and if you are at #1 in arena, chances are your also beating ass in the events too...  if you can skip battles, sometimes you should watch them, see who needs what, what are your weak spots, and is it worth it to fix them.  as some weak spots in PVP, can be strong spots in PVE.  Unless your a big spender, or are in a weak server, you will not have a top shelf PVP formation, and a top shelf PVE formation.  you will have to pick one to be your focus, and PVE nets more silver, stones, epic material chests, XP, ect...

I have him and I've used him for quite some time and to be honest he's not quite worth it imo.

The reason why he's not worth it is because he ONLY removes 10-15 fury(15 on a crit but that never happens when you need it), this means that if your enemy is using Kisuke to give his team fury his assaulters will still skill. Now you might be thinking, "But wait, if they have 75 fury, Toshiro removes 10, and Kisuke gives 25, that's only 90 fury so they can't skill!" Well you're fucking wrong, Kisuke ALWAYS crits and gives everyone 37 fury, 100% of the time, trust me. This means they will have 102 Fury, skill and then you lose.

Another reason to why he's not worth it is; His skill doesn't work in PVE, like the Hallow soul king fights. Gin's skill however can still stun.
AAAAnd another reason why he's not worth it. His skill "Disarm" is only for 1 turn! This means that unless you have a fury giver your oppenents assaulters WILL skill! You NEED a fury giver to completely shut down the enemy for the entire fight.

The ONLY reason I used Toshiro over Tavern Gin is because I wasted my points and got him so I might aswell use him.

But seriously, Gin is just as good and in some instances better than Toshiro.
