How to get aquaria set if i am level 85?

As far as I remember, spending 1200-1500 in Treasure Box gives a free set of Cyclone wich you can directly forge into Aquaria. I did that at lvl 65, the set from that event 100% work.
Also Reio Guardian is cheaper and gives cyclone.. but nothing else, Treasure Box gives u stones and other little things.
Ultimate Arsenal but is expensive, still good because you can forge and get an upgrade to firelord..at least on 2 full sets.

r u really can get 2x set for 10% top-up (its 400 gold) in surprise gift box event?

No, when you top-up 10$, you unlock the purchasing option. It's 800 gold if I remember correctly for 1 set
