Despite being vip0 I've got kyoka suigetsu, muken aizen, thukishima and hakuteiken byakuya (last one is for bonds). So, it's definitly possible

I was a VIP 0 for many years, and been a F2P (non-spending VIP) for longer after that (4-5 years I think, with 2-3 years for VIP 0).
