what does designated refine do ?

It basically gives you a better version of the refine you already have. Say you have, hit rate 3.3%, Agility 340, and wisdom 388. You're gonna get different stats but they'll stay as hit rate, agility, and wisdom.

so they it will improve the attrib. make it higher ? something like 388 wisdom after designated it makes 400 something like that ?

actually it doesnt give you better stats. It just keeps same stats you already have in that item and you can reroll those. Not imo worth it. Except if you can really afford it and you r high level --> 5 coupon vs high amount silver.

its has a chance to make them better, its always random what quality stat you get

388 could become 400 or 350, its only a chance.
