Of course you can.

Simply click the Partners icon at the bottom of the game screen and then select the character you want to equip the items to. If you can't find it there check your backpack first.

but it is not in my backpack, is there a required level before it shows up and be equiped?

The equipment should show as a package in the "Items" section of your backpack. You can equip it at lvl 1, so there isn't a required lvl.
