What it does is basically make the infusion 100%. I highly recommend not to use it though. Waste of gold in my opinion.

Its worth it at lvl 70 onwards IMO. But I wouldn't recommend for every gear increment. At lvl 70 its like 150g but so far I have benefited a lot from it. Once you hit 75 the benefits are even greater.

Like joshiasi mentioned, it makes all infusion 100% success rate.
1 protection stone is able to use for all same lv equips, regardless how many time you used.

For example,
You bought the protection stone for lv70,
Your lv70 purple shoe fusion rate will become 100%.
After you fused your shoe, your lv70 gold weapon is still 100% success rate.
After you fused your weapon, your lv70 red armor is still 100% success rate.
