Depends on what you need

Momo for PvP
Rukia for PvE
Renji for both
Lisa for PvP if you're going for some kind of assault kill strategy.

I'd personally go rukia first as more money from ES and Ryoka means quicker recruitment of anyone else you want.

Those are event-partners, you have to pay gold for them or retrieve em from UBP-event.
Once you 'bought' em, they'll be in your bag -> click on them and you'll have em recruited in your partnerlist. They start from lvl1, once u unlocked them.

There is a free taverngin and SWP toshiro but you have shinsogin and VGtoshiro that cost gold
