You can get Purple Enchant Stones from various events, such as:

Joint Task, Daily Presents and Legend Gallery (0 Top up 1st section & 0 Cost 1st section) ^^

There are possibly other unconfirmed locations to obtain them, such as special season events but those are the only ones that I can say for now ^^
