What level does Sajin has to be to get modified for the 3rd time?

It's saying partner level not enough. My Sajin is level 80 btw.

he needs to be lvl 85 and u need 178 modify fragments Crazy amount in my opinion

U can see as a modify requirement, in dat place dat shows how many gigokukanz ( I don't know what the hell it is)

I'm only 82 and on 503 fragments, so while tavern chars can get frags easily you need to have like ...

I'm Vip 0 so event partners are not an option tho
