its not in the game as of yet. they only put the shop in as of right now trying to tease us with all this nice stuff we can have but probably never get around to getting for a while.

you rarely randomly get thim from the hogyoku fragment stuff when you hit purple and above.
other than that you can buy them with gold at a future update from events

you get 2 fragments for 50 gold when you open phase 4

Spend 50 coupons or gold to start at tier 4 hogyo, you get 2 fragments by this. Don't know any other way to get them besides this way.
