if you canget Urahara to use his skill t1 you can shut down entire teams from going t1. Very useful pvp. Useless pve.

Shin urahara is good at pvp and cute orihmne is good at pve so it depends how u use them in situations

I cant decide, Gin and Orihime/Shini Urahara or Inoue and Shini Urahara. Thats hard one.

Depends on your formation.
Inoue can do wonders with Noza and the proper Zanpakuto for PVP, also great in PVE combined with Sogyo and CSB Kenpachi.
Urahara is a really fast support blocker but useless in PVE (hollow soul)
