I managed to get second place on the ultimate charge since Kota scared everyone else off.. I have 73k gold at the moment and i'd like to grab some 100 sets from the Reio but i also wanna save enough gold for B.Rukia.
Does anyone know if she is 40-50-60k?

Usually she's between 40 and 50k gold. Closer to the 40k mark recently

Which one of the 100 sets should i grab or it doesn't make too much of a difference?
I'd like a set for my vanguard and one for my support.

For your vanguard definitely get the skyreaver set. The immune rate on it is awesome.

As for your support, I would definitely recommend the regular 100 cyclone set that you can get from reio. It has great speed on it so that's important if you're getting B rukia.

On the anniversary festival you can spend gold to get points and purchase her.
Plus you also get lot of high level stones in the process.

I have no idea about that.. I'm fairly a new player. You'll have to ask the veterans about it.
Though i've seen it already twice since i started playing (barely 2 months).
