Rukia will always be good for PVE events.
Momo until 70 when you can take Halibel, and Orihime until 90 until you can take Unohana.

actually, you really dont need to get harribel at lvl 70 if you have Momo. It is a good improvement, but you should rather spend your silver getting Koma and Yoruichi for those are your best choice at lvl 70.

Yeah, was just putting out his options

Halibel is nice if you're a PvP maniac mainly.
