PVP-Kazeshini by far, if you run dual stun combo jizo is an option.
PVE- Zabimaru for ES and ryoka and sometimes in hollow maps if you focus damage on assulters/supports. Tengen-If you are a stark lover. Or just enjoy having a hard wall in your formation.

Rest are good for the starting levels nothing more.

I lost damage when I used zabi over kaze in royka both bankai, was runnin a 1-3-1 since I have no other good support atm lol

but the #1 in my server runs a 1-1-3 and zabi is king for him and for events I think he runs 2-3

If I would have to recommend a vip level for this game, it would be 4 not that expensive either and you get all (essential) skips so when the events are on you can waste time on watching an anime or a play a different game.
