I keep seeing players with 8+ maxed out characters. I also see people recommending having basically two sets of party members (one for PVP and one for PVE).
How is this managed? Is it okay for party members to be significantly under leveled, or is there some way I am not seeing to catch them up quickly?

nope in pve events u can get easly silver especially at first event evil spirit than they must use that silver in tavern and get exp books with reishi than pve heroes get exp in events especially ryoka attack and the pvp characters get lvl up by exp books which is buying the silver coming from that events =) thats my opinion...
