also, is there an event where you can top a certain amount and get double the vip exp?

there is no event like that and there never will be as for events that are good to top up anytime you see gold wheel, make money and supervalue gift at the same time top up then. As of October of 2015, bonus gold does not count to VIP status. only the base 90 gold the game gives, plus the purchased gold you get through top up.
