I tried to max it on test server with red one but 1 hour of klicking on buying lv4 stage only get me to level 28 so i gave up on it

Um theres a few logical possibilities to max level guess:

1 - goes according to main character lvl, like equipment lvl
2 - something like 50 or 100, a 'natural' number
3 - there is no limit to level, I believe this is most likely as there really is no need for any kind of cap for such a slow levelling feature ^^
