at what level do achievements become active?

im already level 45 and still dont have them

I don't know, I'd think it's before 45 though, it's next to the sign in icon. (i don't know, on CN server i see it at 32...on NA with a 35 I cant...weird *shrugs*) It might be lvl 50 on NA/EU.
