How many exclusive skill fragments does it take to reach level 70?

I suck at maths and was wondering on how long this is gonna take to get a skill for one character.

u can get 400-600 frag from silver random luck
so far i got 600-400-400 from silver cult

Imagine getting a toon to level 50, or so, and then GoGames comes out with a new toon that's just OPed that you absolutely need.
