This site shows all the past UBP partners, so you can check them out here (Past UBP characters are most likely to show up again, so you can get an idea of who will arrive in UBP and who is the best)

To find out who the best is from your own viewing, just search the character names on that site, you can then see their stats, mods, skill, evolution etc. ^^
