Yes, you consume points when you clicked the "Receive" button on each puzzle.

You send the points designated above the receive button for each piece.

Additionally, the titles you buy from the point vendor like "Kenpachi" and "Yoruichi" are only titles bought for 30-days I believe, though the Shinigami Title is permanent.

To be honest that event isn't really worth going into.
