you have the cap at 90%. It's everything except bonds evo & mods
So your Ryuken has 90% from cap + 60% from mods + 20.65% from evo (and mb he has more on bonds, I dont know his), it makes Ryuken's maximum dodge rate at 170.65%.
Even if Ryuken has 30% dodge from his talent, it's only in the 90% cap so it only makes you need less dodge spirit stones, it doesnt' increase your maximum dodge rate (BTW you have 76% dodge from spirit stones, that's useless= too much, you're wasting slots)

So If someone who has 200% hit rate tries to hit Ryuken with 170.65% dodge, he has (200-170.65)=29.35% chance to hit you
To never miss Ryuken, the attacker needs 270.65% hit rate.
In the same way, if the attacker has X<=170.65% hit rate then he will never hit you
The formula is : real hit rate = hit rate - dodge rate.
It's as simple as that

In the modifys (stars), every mod breaks the cap even if it's not written, it's just sometimes mistranslated. His 3 first mods are "Sonido" 1,2 and 3. They all break the cap
The last point is about in-combat buffs : his skill gives himself +30% dodge, but we can't know if it breaks the cap or not. If you want to know, you to need make tests

also, dodge on noza is stupid, he can't block if he's dodging... also, you should level up that equipment bro, it's kinda sad IMO Also, slots gear is better than the 80 rampeligo, gear

you have too much dodge stones, because ryuken has 30% dodge naturally so if you have 76% from stones you have 90% dodge and 16% wasted

skill and equipment bonus gets added in for the max 90% from stones. % from stones, + skill bonus, + % from equipment should be 90%

If you have : dodge > hit then hit - dodge < 0 which means he has 0% chance to hit you

And by 'wasted stones' I mean that you have something like 106% (or even more) dodge but it's restreined to 90%
You can try if you want, just remove dodge stones until you have 60% from stones and check your dodge it will remain the same

Dodge is capped at 90% which is everything but mods, bonds and evolutions

You have 152.2% dodge on your Ryuken. It is : 90% + 60% from your stars (lab' modif) = 150% and I guess his evolution is lvl 1 or 2 ? which makes 152.2%

Also you should definitely NOT spending stuff on Ryuken because at your level I guess your enemis have low hit rate and you can dodge but his Max dodge rate is 170.65%, so anyone with more than 270.65% hit rate will never miss you. And because Hit rate is not capped , people in 2.5M - 3M bp have 300% hit rate so your ryuken will not dodge anything...
If you still want to use Ryuken you should try getting either Nel SWP or Koga

from my understanding, skill bonuses do not break cap, then again, dodge after level 100 is kind of a losing game so I've ignored it in general, if by level 105, you don't have 200%+ hit rate on at least your 3 hardest hitters, your doing it wrong... and to spend real dollars to play such a finicky game that is easy to counter, you've got more dollars than sense in my opinion. Hell, even the MC's first skill, or any blocking damage in general can beat that game... just sayin

even after that (with other stats), you can't break the 90% with stones, so I assumed that the mods were the only thing that counted for

Noza has a break block
Sexy Yourichi has break crit
and neither of these can just keep raising, it only makes the 90% up to 105% (with a 15% bonus) no higher

he was free to start how many people you know have 200%+ hit at 105? funny how people seem to thin ...

first off, level 120 isn't that high TBH, second, my hit started to hit 200% by level 100ish, currently my shinso has 250% and everyone else is around 225%, and as for block, I'm running my PVE team full time ATM, so my main is at 53%, Sexy Y is at 85%, and Shura is at 99%, all that is natural, then add Cute's buff, gives them +20%, and Shura lowers break defense by 75% and has a hit rate of 220% (without my Eagle Eye Raider title on)... there are many many partners that lower break defense, and many ways to get a good block stat... Run your Ryukken, love him, he's a great partner... I think he's just as godly as Starrk, meaning he's not.. A good partner for sure, but I'd take Isshin over him any day, and Isshin is on my bench... just sayin
