It means 7% damage rate, 7% immune rate. Not hard to figure out if you check your before and after title stats.

I think it';s more like, "How can you Equip it?" Because I just used it, but it's not lit up over my Main's head.

you need to go on achievement and title , scroll down title list and should see angels bell and equip it
