zabimaru hands down, it increases both assaulter and support dmg as well as buffs whole team. sogyo will only buff your team, it doesn't provide a dmg boost
If you want to keep using 9th skill then zabimaru will be better (since sogyo no kotowari gives same buff as main's 9th skill). But i would advice you to use 8th skill and sogyo no kotowari. That way one of your assaulters will have extra attack every second turn and you can use buff of your partners and zan to its fullest. What I mean: sexy yoruichi gives 10% damage to your support which is exactly same buff as zabimaru so they don't stack and you get only +10% damage for your supporters when you use zabimaru but if you use sogyo no kotowari then they have +10% attack from sogyo and +10% damage from sexy yoruichi. So yeah, that way sogyo no kotowari will give you a little bit more damage

zabimaru should give both assault and supp 21% dmg increase, the buff from zabi will get overriden and you can still use the 8th skill, while sogyo gives no dmg increase at all
