well she has pretty high HP, best overall Defence in game + OP heal

insane def, kido defense halo for your assaulter and supports, selfheal and shes pretty cheap compare to kenpachi and komadoge

oh yeah i forgot the kido defence for Supports and Assulters, its pretty much impossible to 1shot or doing a lot of dmg to other supports with own supports if kukaku halo is active

yes, current meta is all about defense/heal and burn your enemys to death pretty much

Well Ryujin would be best with everyone really, I mean budget wise

i think Kukaku is good with every zanpa, but if u want to focus on her hyorinmaru isnt a bad choice, or any other VG loving zanpa

Hopefully she'll be available soon, if she's not cheaper than 20k I'd rather go TSI from Dominator ...

17k was lowest price to buy her so far (at least in normal events, not sure about holiday events) and it was in lucky turntable- event which I haven't seen for months. In other events she is normally about 20k. Btw i woudn't recommend you to buy TSI, he is weaker than kukaku in pvp and if you're going to use hyorin then noza will be better in pve and in most cases will be equal or even better than TSI in pvp (while being free).
