That isn't a bug, that's how it was designed. I agree though, you should be able to solo if you want for when everyone is offline. Alliance Camp and blood battle should be soloable.
As for sacrificing, there isn't really no sacrifice as you get the same rewards no matter which difficulty you enter. The sacrifice there would be friend/guild bonuses received.
