i just recently came an i already have 2 sets of 100 ult gear should i get 3 more?

it's better to spend gold only on things you can't get for free and you can get ultimate sets for free from csb (will take some time tho), IMO you should stack that gold for something better and slowly farm csb for sets

yeah, for 20k you can get majority of characters although top tiers partners atm are for about 40k, but for 20k the best you can get is probably kukaku or if you had 4k gold more you could get 2 really decent characters for that amount of gold

and which zanpaktou? ( should be hyorin or senbon)
if you aren't going to do any big top-ups anymore more I guess you should buy hiki (12k) since she works pretty well with senju in PvE and will be great help for PvP (and senju has speed bond with her) and of course b.renji would be great too (but exept ultra hero I don't see him in any other events really so you would need to hope for him to reappear in ubp or get him for 12k top-up from ultra hero),

or you can get koga (I think he is for about 20k) since he is good for PvE and his death mod would be pretty nice combo with stacked TSI

or isane kotetsu ( also about 20k I guess)- her healing and attack boost (plus the fact that she can skill every turn) could be pretty helpful for your TSI as well and she would be really useful in PvE as well
or (the best option) you can just wait until more recent characters drop in price and then buy them

Guess there are also some other possibilities about which I didn't think but maybe someone else can give you some other options
