Renji but you should use both if u are pre 70

Rangiku if your opponent doesn't have a lot of counter stones, otherwise use renji imo.
Rangiku's base crit +stones > renji base crit + stones

Once you've got enough crit stones to increase renji's crit rate, switch to him (I would suggest around 40%+)
